It does not update. You have to log out then log back in to get the newest rebaid offers. IN addition, the area that says, available at (ex: 7am PST), it never works. So I am not sure if this is a glitch or what.
The rebaid offer does work. I do think waiting a month or more for a rebate is a long time, but it was sent.
