"Ordered 2 samples online"

Ordered 2 samples online, both different colours. Payment taken for 2, so expected 2 to be delivered.
Only 1 turned up. We emailed them to check, they replied saying the order was 2 of the same colour. So why only send one? No refund for the missing sample.
Safe to say we won’t be ordering the whole panels from them.
