After a lesser experience with a competitor, I happened upon this company which is a definite step up.
They have email marketing desktop software (Sendblaster - $) and a tracking system, but for a much lower price point than the bells and whistles alternatives in the space.
Which means that you will not have everything that your heart desires, but enough to run very functional campaigns. They also have an online help desk which helps to get through the learning process.
Recommended.
