"Scam phone call"
Scam phone call, showing to be an 0161 number, (Manchester) but looked it up and they are Twilio. When challenged with unauthorised sales call, she hung up.

"Persistent offences against telemarketing rules in the UK."
This is a persistent offender against telemarketing rules in the UK. They treat the list of numbers registered with Telephone Preference Service as a free list of numbers to use and annoy. They have contacted me this month on my "landline" on 5 VoIP numbers and 1 apparent mobile, all of which are now blocked under BT's Call Protect scheme. I suspect that they charge customers using their marketing service by the number of ATTEMPTED calls. They are a real nuisance company, controlled in the UK by an Irish company which is in turn controlled from the USA.

"Twilio Application Process is a disaster"
Like others, the application process is horendous. Reject with no reason. No replies to countless reminders. Replies that are complete wrong. Twilio is a disaster nowadsys. I have been sending them docs since Apr and it is now mid Oct 2023! On going mess. If there is competitor to twilio, I am sure many would leave.

"if you represent legitimate business"
if you represent legitimate business, they suspend your account. Looks like this service not suspended only scammers and spammers.

"Horrible Experience"
The only reason my business uses Twilio is for a custom SMS system that notifies our existing clients of certain things in the system. Our clients PAY to get these SMS. However Twilios A2P 10DLC approval process has killed our whole system and even after months of attempting to get this approved we still haven't been able to. However Twilio has NO problem continuing to take our money every month for messages that are NOT being delivered. They also have no problem charging $15 everytime we try to get the campaign approved. They can't even be bothered to tell you why it was not approved and instead just tell you it was rejected for "unknown reasons". As for their outsourced support that takes at least 24 hours between replies... well I'd have better luck asking my dog for help.
If we had not already wasted a lot of time developing our system to work with Twilio specifically we would have dumped then loooong ago.

"Bunch of scamming toe rags"
Bunch of scamming toe rags. Use a Manchester number (0161 524 8537) over VOIP to try get your details, posing as a company "enquiring about the road traffic accident you reported". Be Warned!

"Phishing/scam phone calls coming from…"
Phishing/scam phone calls coming from their Manchester number. May be providing mobile numbers to scammers?

"This company cold calls and spams…"
This company cold calls and spams constantly. They are breaking GDPR and causing harassment, alarm and distress. 6 or 7 calls in trying to sell me loft insultation.
People need to be arrested.

"Twilio a spammers paradise."
Twilio a spammers paradise.
I guess they make a fortune providing telephone numbers to the phone spammers.
